Sidney James Penny appears on this census record with his mother's maiden name (Tugwell) whilst at his uncle's house but uses Penney after emigration to Canada. His cousins at this address, William, Bert and Frank also emigrated to Canada. Likely that Sidney emigrated at the same time as his brother George.
